The hard links are flexible but sturdy, they give you a very stable platform to attach you shotgun shell rig either by hook&loop or by bolting through them. The shotgun shell rig is meant to be carried in the area of the hard links. The soft links are identical, but without a the plastic insert inside the hard links. A Velcro strap is used to close the belt.
You can build the belt to your own preference, this product page is for individual belt parts. You can find the belt bundle here: https://www.innovatac.fi/tuote/velcro-link-ipsc-shotgun-belt/
Assembly does not require any tools, it is done by attaching the links with their hook&loop surface.
Recommended measurement: with your shooting shirt or jacket on, measure your waist at the height of your belly button. Check the measurement of your waist and add one link, this will be a good total length for the belt. A comfortable setup is typically a belt with approx one link overlap.

Q&A and tips:
TIP: approx one link of overlap is comfortable. But if you are between sizes you can tune the soft links just by cutting them with scissors. No sewing required.
TIP: if you are mounting the shotgun shell rig with hook&loop, using hook tape strip on the bottom of the backing plate and loop tape strip on the top of the backing plate, allows mounting a belt strap nicely to the back of the backing plate.
Q: at what height to to carry the belt on the body?
A: a IPSC shotgun belt is meant to carried on the waist, not on the hip. When the shells are approximately at the height of your elbow, you should be good to go. Also you should adjust your belt so, that you can crouch without your legs hitting on the shotgun rig and belt.
